Problem with new users

It seems that the new users have some problems with the forum. Although I have made modifications in the control panel (so they can post and view the streams posted on the forum), it seems that all the changes are not working.
The problem is from security panel with the option "Unauthorize members with less than a week registration to post external links and emails". Even if the option is deactivated it still block the new users. Fortunately the block is on only for a week.

There is also a problem with new users getting activated. I have been checking for them in the control panel and activating them myself. I activated one yesterday. Some are not getting activation emails.
